Gov’t approves E&P Ltd as successful bidder for Damang mining lease after competitive tender

The Ministry of Lands and Natural Resources has upheld the outcome of a competitive tender process, approving Engineers and Planners Ltd (E&P) as the successful bidder for the Damang mining lease.

In a press release dated April 7, 2026, the Ministry disclosed that the decision followed recommendations by the Minerals Commission after a thorough evaluation conducted under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176).

According to the Ministry, Engineers and Planners Ltd met all mandatory requirements outlined in the tender notice, including proof of Ghanaian ownership, valid tax, SSNIT and VAT clearance certificates, and evidence of financial capacity exceeding the minimum threshold of $500 million.

The company was also assessed to have demonstrated the technical expertise and operational experience required to manage the Damang mine, including proposals aimed at extending the life of the mine by more than a decade.

A total of four companies submitted bids before the March 31 deadline. These included Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd.

A statement issued by the Ministry said following an initial compliance review, only Engineers and Planners Ltd and Heath Goldfields Ltd met the mandatory documentation requirements, while the other two firms were disqualified for failing to submit the required documents.

However, after further technical evaluation, Heath Goldfields Ltd did not meet the minimum required score of 80 percent which led to the exclusion of its financial proposal.

Engineers and Planners Ltd were left the highest-ranked and most viable bidder.

The Ministry commended the Tender Committee for its work on what it described as a critical national assignment and reaffirmed government’s commitment to ensuring the continued contribution of the Damang mine to Ghana’s economy.

It further directed the Minerals Commission to take all necessary regulatory steps to give full effect to the approval
